Warm spring water flows in the Minjiang River and green scenery spreads all over Puyang. On April 28, Si Aili, Deputy Chief of Mission of the New Zealand Embassy in China, and Yao Rongfang, Policy Advisor, visited Dujiangyan Water Conservancy Project and Dujiangyan Puyang Sewage Treatment Plant of China Railway Water Services under China Railway Engineering Investment. Amid the perfect integration of millennium-old water conservancy wisdom and modern ecological management, they had an in-depth understanding of China's wisdom in water governance and explored effective ways of water environment protection.
Take Water as the Bond: Inherit Ancient Wisdom and Draw an Ecological Blueprint
Stepping into the plant, visitors are greeted with lush trees and clear water. Koi fish swim freely in ecological fish ponds, completely breaking people's stereotype of traditional sewage treatment plants. Vibrant creatures nourished by reclaimed water vividly interpret the development philosophy that lucid waters and lush mountains are invaluable assets.
At the water sample exhibition stand, the water quality evolution presented by five groups of water samples won high praise from the visiting delegation. From turbid raw sewage to final discharged water after coarse grid interception, DE oxidation ditch biological treatment, AAO (anaerobic-anoxic-oxic) nitrogen and phosphorus removal process (anaerobic-anoxic-oxic) nitrogen and phosphorus removal process nitrogen and phosphorus removal process, high-efficiency sedimentation tank chemical flocculation and ultraviolet disinfection, the plant achieves a COD removal rate of 94% and ammonia nitrogen removal rate of 99%, with effluent reaching the national Class IV standard for surface water quality.
As a model of four-in-one integrated governance covering full-area plant-network integration, investment-construction-operation integration, water supply and drainage integration as well as urban-rural integration, the Dujiangyan water supply and drainage system upgrading project includes 17 urban sewage treatment plants and 131 rural sewage treatment stations, serving over 750,000 people. The project innovatively adopts a smart water platform to adjust production processes, realizing technological breakthroughs and ecological protection via precise dosing, accurate aeration adjustment and green algae suppression measures, thus safeguarding the upstream water quality of Chengdu.
Empowerment via Digital Intelligence: Realize Full-area Supervision and Unlock Smart Governance Codes
The delegation visited the central control room which gathers all production process parameters and video monitoring data of key areas. Core indicators such as inflow and outflow water quality and equipment operating status are updated in real time on electronic screens. Operators can remotely adjust process parameters with simple clicks to realize full-process automatic and intelligent management.
"All equipment operation and process data can be checked and adjusted remotely via mobile phones," introduced Liu Hao, person in charge of the project operation and management department. Full-coverage monitoring ensures timely detection and rapid disposal of abnormal conditions. Upon the full completion of the intelligent supervision platform, an integrated and efficient supervision mode connecting plants, pipe networks, monitoring points and cloud control centers will be realized.
Remote scheduling, closed-loop data management, intelligent monitoring and efficient disposal fully demonstrate the technological strength of modern water management, enabling foreign guests to deeply experience the ecological wisdom and people-oriented concept embodied in China's water environment governance.
Build Cooperative Bridges: Embrace Green Future and Inherit Millennium Mission
Song Yong, person in charge of Dujiangyan Railway Ecological Environment Governance Co., Ltd. under China Railway Construction Investment, stated that the millennium mission of water management and protection in Dujiangyan has been passed down to the new generation. The team will devote itself to water ecological protection in Chengdu and strive to build a solid regional ecological security barrier just like Li Bing, the ancient designer of Dujiangyan Water Conservancy Project.
Treated reclaimed water flows smoothly into the Minjiang River carrying the ancient water governance wisdom. The restored clear water not only inherits the millennium cultural heritage of Dujiangyan, but also shows the responsibility of China Railway Water Group in empowering ecological protection with technology and safeguarding clear water with ingenuity, integrating ancient wisdom with modern green development.
Taking water as the medium and green development as the bridge, the plant connects ancient water conservancy civilization with modern water management technology and links historical heritage with international cooperation. As a vital green communication window, Dujiangyan Puyang Sewage Treatment Plant serves as an important bond for China and foreign countries to jointly promote green and low-carbon development.
This visit enables New Zealand guests to witness China's solid practices and sense of responsibility in water ecological governance and environmental protection. It also lays a solid foundation for exchanges, mutual learning and practical cooperation in ecological protection between the two countries, providing replicable Chinese solutions for Belt and Road Initiative water environment governance cooperation.
